Part of the Danish Western Balkans Regional Migration Governance Programme (RMGP) – Focus on Western Balkans and Republic of Türkiye, Outcome 2 (IB0537)
IOM will support an assessment of current capacities, training needs, operational practices and institutional arrangements relevant to labour inspections, trafficking in persons and labour exploitation
The findings will inform a specialized training module to strengthen the capacity of labour inspectors to identify, respond to and refer cases involving indicators of trafficking and labour exploitation
The Local Consultant works as part of a team with the International Consultant, ensuring the module reflects the Albanian legal, institutional and operational context
Works under the overall supervision of IOM Albania, in close coordination with the Labour Inspectorate and the International Consultant
Responsibilities
Conduct an assessment of the current situation, including existing capacities, training needs, operational practices, institutional roles and key challenges faced by labour inspectors
Review national legislation, policies, institutional mandates, operational procedures and training materials relevant to labour inspection, trafficking, labour exploitation, referral mechanisms and case management
Support the International Consultant in identifying training needs and contextual priorities for labour inspectors in Albania
Contribute to the drafting and contextualization of the training module, ensuring alignment with Albanian legislation and institutional practice
Provide national-level inputs on the identification of trafficking and labour exploitation indicators during inspections
Develop practical tools, exercises, case studies, checklists and guidance materials for labour inspectors
Contribute to the design of sessions on selecting, planning and conducting professional inspections in suspected cases
Develop guidance on planning and conducting joint inspections involving labour inspectorates, police and other institutions
Ensure referral pathways and inspection case management procedures are accurately reflected in the module
Conduct consultations and validation meetings with labour inspectorates, police and other relevant stakeholders
Co-facilitate the Training of Trainers in Tirana together with the International Consultant
Incorporate feedback from IOM, the Labour Inspectorate and national stakeholders into the final module and related materials
