Project context
Part of the Danish Western Balkans Regional Migration Governance Programme (RMGP) – Focus on Western Balkans and Republic of Türkiye, Outcome 2 (IB0537)
IOM will support the development of a specialized training module to strengthen the capacity of labour inspectors to identify, respond to and refer cases involving indicators of trafficking in persons and labour exploitation
The module will be integrated into the initial and continuous training curriculum for labour inspectors, ensuring sustainability and institutional ownership
The International Consultant works as part of a team with the Local Consultant, combining international standards and comparative practice with the Albanian legal, institutional and operational context
Work begins with an assessment of the current situation, capacities, training needs and operational priorities, which informs the module and the subsequent Training of Trainers (ToT)
Works under the overall supervision of IOM Albania, in close coordination with the Labour Inspectorate and the Local Consultant
Responsibilities
Provide overall technical guidance for the development of the specialized training module, drawing on international standards, comparative practice and regional experience
Work jointly with the Local Consultant to assess current capacities, training needs and contextual priorities for labour inspectors in Albania
Lead the drafting of the specialized training module, with inputs from the Local Consultant to ensure alignment with Albanian legislation and institutional practice
Provide technical inputs on key indicators of trafficking in persons and labour exploitation identified during inspections
Develop practical tools, exercises, case studies, checklists and guidance materials for labour inspectors
Contribute to the design of sessions on selecting, planning and conducting professional inspections in suspected cases
Develop guidance on planning and conducting joint inspections involving labour inspectorates, police and other institutions
Ensure referral pathways and inspection case management procedures are accurately reflected in the module
Participate in consultations and validation meetings with labour inspectorates, police and other stakeholders
Co-facilitate the Training of Trainers in Tirana together with the Local Consultant
Incorporate feedback from IOM, the Labour Inspectorate and national stakeholders into the final module and related materials
