Project context
- Albania’s EU accession process requires stronger institutional coordination, analytical capacity and follow-up of commitments across negotiating clusters and chapters
- The consultancy provides embedded technical support to the General Secretariat for European Integration (Prime Minister’s Office) and coordination support for Albanian Diaspora Experts engaged in the EU approximation process
- Part of the project “Enhancing Policy and Regulatory Frameworks to Strengthen Regular Labour Pathways for Migrant Workers in Albania” (LM0620), supported by the IOM Development Fund
Responsibilities — leading Albanian Diaspora Experts
- Identify priority needs of beneficiary institutions and ensure coherence with the profiles of engaged Diaspora Experts
- Review IOM’s pool of potential Diaspora fellows and propose suitable candidates for placement
- Develop tailored Terms of Reference defining expected outputs, timelines, reporting and coordination arrangements
- Coordinate and guide the work of Diaspora Experts so contributions respond to institutional needs
- Review and quality-assure technical inputs, research notes, reports and institutional analyses
- Monitor engagement, performance and added value of Diaspora Experts, identifying opportunities for improvement
