IT Department
Location: Head Office, Prishtina
As a technically skilled IT Department professional, the IT Outsourcing Specialist coordinates and supervises IT suppliers and externally provided IT services across their entire lifecycle. The position brings together solid IT expertise with supplier and contract administration, service oversight, regulatory adherence, risk evaluation, incident escalation, and the coordination of IT projects and operational activities.
Key Responsibilities:
- Oversee the complete lifecycle of domestic and international IT vendors, beginning with defining business needs and due diligence, and continuing through contracting, onboarding, performance review, renewal, and termination.
- Prepare, review, negotiate, and administer IT contracts, Statements of Work, service specifications, SLAs, KPIs, escalation procedures, audit and access rights, information-security terms, business-continuity obligations, subcontracting clauses, and termination assistance.
- Assess supplier performance and service standards, evaluate SLA and KPI outcomes, and follow up on gaps and corrective measures.
- Administer IT assets throughout their lifecycle, covering planning, procurement coordination, registration, assignment, inventory monitoring, maintenance, replacement, secure disposal, and decommissioning.
- Make sure IT vendor arrangements and outsourced services meet applicable Central Bank of Kosovo requirements, local laws, internal bank policies, Group requirements, and relevant EBA guidance on outsourcing and ICT risk management.
- Keep thorough, audit-ready records for the IT vendor and contract portfolio, outsourcing and ICT service registers, approvals, risk evaluations, performance documentation, meeting minutes, and follow-up activities.
- Assist with IT incident, problem, and change-management processes involving external parties; ensure prompt escalation, track root-cause analysis and remediation, and verify vendor delivery against agreed deadlines.
Qualifications and Skills:
- Hold a university degree in Information Technology, Computer Science, Information Systems, Computer Engineering, or a related discipline.
- Have at least 3 years of professional IT experience, ideally in IT operations, infrastructure, application support, IT service management, technical project coordination, vendor management, or IT outsourcing.
- Demonstrate a strong understanding of essential IT environments and services, including infrastructure, networks, applications, databases, cloud or hybrid services, business continuity, disaster recovery, incident management, and change management.
- Bring hands-on experience with IT vendors, including assessing technical and commercial offers, coordinating contract implementation, and tracking deliverables, SLAs, KPIs, risks, and action plans.
- Possess solid knowledge of IT governance and banking-related regulatory expectations, including Central Bank of Kosovo requirements, third-party outsourcing and ICT risk obligations, information security and data-protection requirements, and applicable EBA guidance.
- Have strong analytical, organisational, negotiation, stakeholder-management, and problem-solving abilities, alongside a high sense of responsibility and close attention to detail.
- Be capable of handling multiple vendors, contracts, incidents, and projects simultaneously while escalating matters promptly and systematically.
- Communicate exceptionally well in writing and verbally in Albanian and English.
- Certifications in areas such as ITIL, COBIT, ISO 27001, project management, cloud, networking, or cybersecurity will be considered an advantage.
