General Minimum Requirements

• Excellent physical condition
• Valid driving license and ability to drive manual transmission
• Ability to cope with physical hardship, work extra hours, and operate in environments with limited infrastructure

Field of Expertise Requirements

• Experience working with human rights, minority or gender issues
• Strong organizational, analytical, communication and interpersonal skills
• Experience in drafting thematic reports

Education & Experience

• First-level university degree in law, human rights, minority rights, political science, international relations, or equivalent professional experience
• Minimum 6 years of relevant professional experience

Mission Specific Requirements – Mandatory

• International recruitment only: nationals and permanent residents of the duty station are not eligible, including candidates with multiple nationalities
• Extensive experience in international human and minority/community rights standards and the legal framework in Kosovo
• Knowledge of standards related to the return of refugees and displaced persons
• Experience developing research methodologies, analysing field data, and producing quality reports
• Experience in project development and project cycle management
• Ability to design and implement strategies for enhancing community rights
• Experience in policy and advocacy activities targeting government-level stakeholders
• Cultural sensitivity and sound judgement
• Flexibility and ability to work under pressure within limited time frames
• Ability to work as part of a diverse team while maintaining impartiality and objectivity
• Professional fluency in English with excellent oral and written communication skills; working knowledge of another OSCE-region language is an asset
• Computer literacy with practical experience in Microsoft applications

Mission Specific Requirements – Desirable

• Experience in negotiation/mediation
• Knowledge of a local language or common lingua franca
• Previous field mission experience, preferably in South-Eastern Europe
• Knowledge of the political setting of the OSCE Mission in Kosovo and the mandate and structure of the international presence

Tasks and Responsibilities

Under the direct supervision of the Chief of Communities Section and indirect supervision of the Director of the Human Rights and Communities Department:

• Develop methodology and analyse findings from proactive monitoring of Kosovo institutions and municipal developments regarding community rights and policies
• Identify community-related issues, analyse implications, and advise on departmental policies; follow up on implementation of recommendations and policy decisions
• Support monitoring programmes across the Mission by providing expertise and guidance on community rights
• Analyse monitoring data and plan and draft related reports
• Draft, implement and evaluate projects related to community rights
• Advise institutions on community rights and policies
• Establish and maintain contacts with institutional representatives, non-Albanian community representatives and civil society; maintain up-to-date knowledge of the community rights situation in Kosovo and the region
• Facilitate dialogue between non-Albanian community representatives and local institutions
• Liaise with other international organisations, including Council of Europe bodies, the OSCE High Commissioner on National Minorities and OSCE/ODIHR
• Perform other duties as assigned
