Compact Program Overview
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), an agency of the United States government, entered into a grant agreement intended to speed up Kosovo’s move toward a more sustainable, dependable, and affordable energy future. GoK ratified the Compact and appointed a new autonomous agency to carry out its rights and responsibilities for supervising, managing, and delivering the Compact Programs. This agency is known as MCA-Kosovo.
The Compact will run for five years and includes three projects: 1) Energy Storage Project, 2) JETA Project, and 3) ACFD Project.
Millenium Challenge Account - Kosovo is seeking a System Administrator Specialist.
Role Overview
Reporting directly to the IT Manager, the System Administrator Specialist will deliver technical support across IT technologies, including security systems, network infrastructure, storage, backup, and recovery. The role is located in Pristina, Kosovo.
Key Duties and Responsibilities
- Oversee and enhance enterprise IT environments, including firewalls, switches, routers, Windows servers, virtualization platforms, clustering technologies, and VOIP solutions; deploy and support essential business applications throughout the MCA-Kosovo network.
- Create, implement, and administer reliable backup, disaster recovery, and restoration arrangements that protect data integrity and support business continuity.
- Set up, deploy, and administer Windows servers in physical and virtual settings, maintaining availability, performance, and security compliance through critical patches and system updates.
- Track and assess system and network performance indicators to detect and address technical problems early, improving operational effectiveness.
- Produce and keep detailed system records, including deployment processes, configuration manuals, technical diagrams, and change-management documentation.
- Administer and maintain Data Center infrastructure, including environmental components such as power and cooling, as well as storage, firewalls, antivirus solutions, and network infrastructure, to ensure reliable and optimal operations.
- Apply advanced knowledge of virtualization and clustering technologies across system and network layers, along with strong capability in configuring, optimizing, and maintaining firewalls.
- Work with vendors and external support groups to efficiently address complex hardware and software matters, using available support resources to reduce downtime.
Required Knowledge and Skills
- A Bachelor’s degree in computer science, Information Systems, or Information Technology and at least five (5) years of professional experience; alternatively, relevant certifications, training, and experience may replace a degree when supported by at least 8 years of demonstrated professional experience building and managing servers, configuring firewalls, administering Windows domains (GPOs, User Account Management, Windows Updates, DNS, DHCP), and virtualizing servers on the Nutanix platform or a comparable platform.
- Background in administering Microsoft 365 environments, managing antivirus systems, and reducing vulnerabilities on servers and workstations.
- Experience with data center or server-room operations, backup and recovery solutions, and monitoring of networks and systems.
- Experience integrating systems, documenting requirements, working with vendors, and providing high-quality technical documentation and support for technical issues.
- Fluency in English and one additional official language of Kosovo (Albanian or Serbian) is mandatory. Candidates who speak Serbian are preferably proficient in Albanian, and vice versa.
Preferred Background and Work Experience
- Familiarity with LAN/WAN networking (Cisco), data storage (Nimble/HPE), and database administration (MS SQL).
- Experience using Veeam backup, Acronis imaging, and enterprise antivirus products (Sophos).
- Background in managing wireless networks, preferably Ubiquiti, as well as DNS and ISP services.
- Experience with PowerShell scripting and Windows update procedures.
- Experience reducing vulnerabilities and maintaining systems for both servers and workstations.
- Familiarity with monitoring and management tools, together with system and network performance-optimization methods.
- Proven capacity to handle multiple tasks while working independently.
- Demonstrated strong interpersonal skills and situational awareness.
