Manager, Frequency Restoration Response Activity (Temporary Replacement)
Program Overview
The Government of the Republic of Kosovo (the “Government” or “GoK”) and the Millennium Challenge Corporation (“MCC”), a United States government agency, have entered into a grant agreement intended to advance Kosovo’s shift toward an energy system that is more sustainable, inclusive, dependable, and affordable. Following ratification of the compact, GoK appointed a new autonomous agency to carry out its rights and responsibilities for supervising, administering, and delivering the Compact Programs. This agency is known as MCA-Kosovo.
The Compact will run for five years and includes three projects: 1) Energy Storage Project, 2) Just and Equitable Transition Acceleration Project, and 3) American Catalyst Facility for Development Project.
Energy Storage Project Overview
The Energy Storage Project covers the full process, from design through construction, of two utility-scale Battery Energy Storage Systems (BESS) totaling 170MW of installed capacity, with a two-hour duration (or 340 MWh). These systems will enhance Kosovo’s ability to balance planned and actual electricity supply, helping address grid imbalances in a cost-efficient manner. The project will also assist Energy Storage Corporation of Kosovo (ESCorp) in enabling frequency restoration reserves, Energy Arbitrage, and other possible energy-storage services.
Through this initiative, Kosovo is expected to reduce procurement from the imbalance market while improving the long-term dependability of its transmission grid.
The project further contributes to improving the regulatory framework for battery energy storage systems in Kosovo. and new generation capacities.
Its objective is to strengthen energy security through: (1) the use of energy storage, (2) the availability of BESS, and (3) lower costs for securing sufficient electricity for Kosovo.

Position Overview
Reporting directly to the BESS Project Director, the Frequency Restoration Response Activity Manager will ensure the effective delivery of Energy Storage Project investments in BESS, specifically the Frequency Restoration Response (FRR) Activity, which is currently intended to be owned by KOSTT. The role also covers the related policy and institutional reforms, conditions precedent, and stakeholder engagement needed to facilitate the BESS investment. This fixed-term role may last up to 12 months and serves as a temporary replacement for the current postholder. Its final duration will be determined by organizational requirements and the incumbent’s absence period.

Assist the BESS Project Director with administration of contracts for the Design and Supervision consultant, works contractors, and other consultants, including deliverable review and approval, quality assurance, reporting, contract administration, invoicing, and accurate recordkeeping for the FRR Activity.
Build and sustain cooperative relationships with project stakeholders, including through the arrangement of meetings.
Carry out and/or supervise project-delivery and support tasks identified in the project plan, ensuring timely, high-quality outputs that contribute to wider project priorities and objectives.
Track implementation of the Implementing Entity Agreement (IEA) with KOSTT and provide the BESS Project Director with advice on monitoring and implementation actions.
Direct and undertake work concerning institutional reforms in the energy sector and capacity development for the FRR activity.
Report to the BESS Director and ensure alignment on cross-cutting matters between the Frequency Restoration Response Activity and the Multi-Functional Energy Storage Activity.
Work with MCA-Kosovo’s cross-cutting teams—Gender and Social Inclusion, Environment and Social Performance, Monitoring & Evaluation, and Economic Analysis—to ensure required information is available and that contractors and project stakeholders fulfill relevant commitments arising from MCA-Kosovo gender, social, environmental, safety, and health documents.
Compile project statistics from various sources and verify their accuracy and conformity with established formats in support of implementation, monitoring, and analysis.
Provide the BESS Project Director with guidance on project-delivery matters to maintain continuity and compliance with MCA Kosovo and MCC guidelines.
Routinely maintain and monitor project budgets, including procurement, contracts, and consultant/contractor invoicing, ensuring alignment with MCA Kosovo and MCC guidelines while addressing and reporting any issues or discrepancies.
Follow project schedules and milestones, identify potential delivery challenges in advance, and revise activity and project work plans and timelines as needed.
Serve on evaluation panels when appointed by MCA Kosovo.
Keep project records and operations manuals current, incorporating lessons learned to help improve projects and processes.
Perform other FRR activity-related assignments delegated by the BESS project director.
Required Knowledge and Skills
A Bachelor’s degree in electrical engineering, business management, economics, or another related discipline.
At least five (5) years of broad professional management experience in the energy sector or program management, including oversight of energy-sector projects and the development and management of substantial resources; candidates with a master’s degree require three (3) years of experience.
Proven participation in major energy infrastructure projects.
Demonstrable background in energy-sector policy and institutional reform, including negotiations and engagement with the Public Sector and other energy-sector stakeholders.
Working knowledge of MS Office and MS Project.
Fluency in English and another official language of Kosovo (Albanian or Serbian) is mandatory. Candidates who speak Serbian are preferably proficient in Albanian, and vice versa.
Preferred Background and Work Experience
A master’s degree or a comparable advanced qualification.
Project-management training/certification or a similar credential.
Background in BESS projects and/or related training/certification.
Experience administering FIDIC consulting and works contracts.
Experience with electricity markets.
Demonstrated knowledge of the policies and practices used by international development organizations, donor organizations, or similar entities.
