The European Union Office in Kosovo is looking for an Interim Worker (Project Officer – Infrastructure and Energy)
The EU Office in Kosovo offers a temporary position as Project Officer – Infrastructure and Energy, where you will play a direct role in advancing Kosovo's path toward European integration. Working under the supervision of the Head of Section and the relevant Team Leader/Coordinator, you will ensure effective and efficient programming and implementation of financial assistance in the area of infrastructure and energy.
Your work will span business management, policy analysis, project cycle management, and sector reporting, giving you exposure to the full lifecycle of EU-funded initiatives. You will engage with ministries, donors, and stakeholders, contribute to sector strategy, and help shape programmes that carry real impact for the country.

Responsibilities:
- Follow developments in the area of infrastructure and energy and give policy guidance to relevant stakeholders
- Coordinate with other sections in the EU Office and report to the Head of Section, Head of Office, and relevant HQ services
- Support policy dialogue with ministries, agencies, and donors, and contribute to sector analysis and IPA programming
- Contribute to programming, identification, and appraisal in cooperation with beneficiary institutions
- Initiate and process procurement: draft Terms of Reference, launch tenders, evaluate bids, and prepare contracting files
- Encode contracts, issue operational initiating visas (GESTOPE), and certify documents for payment
- Monitor ongoing projects, attend management meetings, prepare progress reports, and formulate lessons learnt
- Maintain contacts with other donors and consider gender implications in programming
- Report on sectoral issues to the Head of Section/Team Leader/Coordinator, including early warning on disputes
- Produce and disseminate project results at workshops, seminars, and conferences, and contribute to publications
- Maintain contacts with national authorities, private sector, and civil organisations, and assist coordination with Member States and key donors
- Participate in donors' meetings and prepare and assist missions from Headquarters

- Minimum requirements: medically fit; enjoys civil rights and permits for employment under local law; university studies attested by a diploma with minimum 3 years of relevant professional experience in infrastructure and energy; excellent spoken and written English (C2); fluency in Albanian and/or Serbian (B2); fully computer literate
- Key competencies: problem conceptualisation, analytical and structuring ability, drafting skills, coordination, planning, stress resistance, teamwork, knowledge sharing, and sociability
- Assets: Master's degree in mechanical, electrical, or civil engineering; experience working with the EU; experience with international organisations in Kosovo; knowledge of another EU language (at least B2)
