Necessary Qualifications:

• Education
• Advanced university degree (Master’s or equivalent) in Law, Public Administration,
• Economics, Social Sciences, International Relations, Governance, or a related field;
• Professional Experience
• At least 8 years of progressively responsible professional experience in administrative law, anti-corruption, public sector governance, compliance, or related fields relevant to this assignment;
• Demonstrated experience in drafting procedural manuals, methodologies, internal regulations, standard operating procedures, or other institutional guidance documents for public institutions.
• Previous experience related to administrative investigations, inspection, disciplinary procedures, integrity assessment, or similar administrative control mechanisms will be considered a strong advantage.
• Experience in conducting legal or institutional analysis related to administrative investigations, compliance mechanisms or integrity systems;
• Experience working with public institutions in Albania;
• Experience contributing to monitoring, reporting or evaluation frameworks within public administration is desirable;
• Familiarity with EU governance standards or international good practices in anti-corruption is an asset.
• Competencies
• Strong analytical, legal drafting and reporting skills;
• Excellent written and verbal communication skills in Albanian and good working knowledge of English;
• Ability to structure complex procedural information into practical and user-friendly guidance documents;
• Ability to facilitate technical discussions and contribute to consultation meetings;
• Ability to work independently and deliver high-quality outputs within agreed deadlines;
• Proficiency in standard computer applications (Microsoft Office suite).
   

Remuneration Package:

• Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
