
Background
This consultancy foresees the engagement of two local consultants, each for a period of three working days, to support PCIS Activity 5.3, titled “Phasing out support and promoting the sustainability of the Pool of Trainers (PoT).” The consultants will ideally be selected from among current or former PoT members to ensure they possess the relevant skills, experience, and familiarity with the initiative.
Between 2022 and 2025, the OSCE Mission in Kosovo (OSCE) trained, supported, and engaged young people (aged 18–29) from diverse communities to serve as human rights trainers and community activists, thereby establishing the PoT. In 2025, the OSCE further supported motivated youth, either PoT members or participants in previous Mission activities to design and implement Youth-led Activities (YLAs) in the fields of cultural heritage and/or property rights. Findings from the Mission’s 2025 Youth Evaluation indicate that participation in PoT activities positively contributed to participants’ professional development and created a strong pool of youth talent and expertise.
In 2026, the OSCE plans to organize a targeted networking and promotional event aimed at strengthening PoT members’ presentation skills and showcasing their expertise and experience. The event will also serve to facilitate future engagement and employment opportunities within the Mission and with external partners.
As the OSCE transitions away from direct support to the PoT, this event represents a final step toward ensuring sustainability. It will provide a platform for continued engagement of PoT members in the human rights field, positioning them as multipliers of the Mission’s mandate and as a resource pool of potential external consultants for future youth-focused initiatives.
To this end, the OSCE seeks to engage two local consultants, preferably with PoT experience to support the planning, preparation, organization, and delivery of one event each for PoT and YLA participants. Working closely with the OSCE Activity Manager and relevant Mission staff, the consultants will contribute to designing and facilitating an engaging, youth-centred event that promotes the PoT, strengthens networking among participants, and encourages active participation.
Peer-to-peer engagement is a key element of this activity, as individuals are more likely to respond positively to outreach from trusted peers within their own networks. For this reason, the involvement of former or current PoT members as consultants is essential to ensuring the event is relatable, inclusive, and impactful. Their engagement will complement the work of Mission staff and help ensure the event remains youth-focused, dynamic, and responsive to participants’ needs.

Each consultant will contribute to the planning of one event by ensuring that a youth-focused and engaging event is planned for participants. Specifically, each consultant will provide the following by 8 June 2026:

Within seven calendar days of completion of the event, each consultant will submit a draft report to the OSCE Activity Manager inclusive of the following: work undertaken to plan, prepare and implement the event; and feedback on what worked well and any “lessons learned” for the future.
Incorporate feedback from the OSCE Activity Manager within five calendar days of receipt.

Remuneration will be based on the selected consultant's/expert's qualifications, experience, the tasks and deliverables for this position and in accordance with the OSCE established rates.
