The Human Resources Director is tasked with shaping, managing, and supporting the workforce needed for the successful operation of Amusement Park & Zoo. This position covers recruitment, onboarding, employee relations, learning and development, performance oversight, compensation and benefits, workforce planning, and broader organizational development efforts.
In this role, the Director supervises the HR team, defines human resources strategies, sets policies and procedures, strengthens employee engagement, and ensures compliance with Libyan labor legislation as well as company employment standards.
The position is central to creating a professional, motivated, and service-focused team that can deliver outstanding guest experiences while advancing the park's operational and strategic goals.
On a day-to-day level, the Human Resources Director assesses staffing needs, follows recruitment progress, addresses employee relations matters, organizes training initiatives, advises management on workforce topics, and makes sure HR services are provided effectively across all departments.
The role is also responsible for helping Amusement Park & Zoo attract, develop, retain, and motivate the talent required to sustain operational excellence, guest satisfaction, and long-term organizational performance.
The selected candidate will lead the full HR function in support of a workforce of around 500 employees across operational, technical, commercial, and administrative units.
Key Responsibilities
Human Resources Leadership
- Shape and execute the organization's HR strategy.
- Put in place HR policies, procedures, and standards.

Recruitment & Talent Acquisition

Training & Development
- Prepare yearly training plans and related budgets.
- Create leadership development initiatives.
- Identify skills gaps and opportunities for succession planning.
- Ensure operational departments receive the training support they need.
- Encourage continuous learning and career development.
Employee Relations
- Maintain constructive employee relations across the organization.
- Handle grievance processes and disciplinary matters.
- Support conflict resolution and workplace investigations.
- Ensure company policies are applied fairly and consistently.
- Advance employee engagement programs.
Compensation & Benefits
- Develop strategies for compensation and benefits.
- Carry out salary benchmarking and market reviews.
- Monitor payroll procedures and labor costs.
- Propose reward and recognition initiatives.
- Ensure compensation structures remain competitive and fair.
Performance Management
- Build and apply performance management systems.
- Coordinate annual performance appraisal cycles.
- Assist managers with goal setting and performance evaluation.

Compliance & Administration
- Ensure adherence to labor laws and regulations.
- Maintain employee records and HR documentation.
- Oversee employment contracts, internal policies, and procedures.
- Support audits and regulatory reviews.
- Ensure proper visa, residency, and employment documentation where applicable.
Organizational Development
- Support restructuring efforts and workforce optimization.
- Prepare succession plans for critical roles.
- Promote a culture centered on accountability, teamwork, and service excellence.
- Lead change management initiatives.
Pre-Opening Responsibilities
- Prepare recruitment plans for the pre-opening phase.
- Coordinate large-scale hiring campaigns.
- Establish HR systems, policies, and the employee handbook.
- Support onboarding and training for all opening staff.
- Assist department heads in forming their teams.
Required Qualifications
Education
Mandatory:
- Bachelor's Degree in Human Resources Management, Business Administration, Psychology, Organizational Development, or a related field.
Preferred:
- Master's Degree in Human Resources Management, Business Administration (MBA), Organizational Development, or a related discipline.
Professional certifications are highly desirable.

Required Experience
Essential
- At least 7 years of experience in Human Resources.
- At least 5 years in a senior HR leadership role.
- Experience overseeing HR operations in organizations with more than 300 employees.
- Experience creating HR strategies, policies, and systems.
- Strong background in recruitment, employee relations, and performance management.
