HSEQ Manager (Health, Safety, Environment & Quality)

This role is central to building and upholding the highest standards in health, safety, environmental protection, quality assurance, and risk control across the organization. The position helps safeguard visitors, employees, contractors, animals, and company assets.

The HSEQ Manager oversees the HSEQ team, designs policies and procedures, carries out risk evaluations, tracks compliance, organizes training initiatives, and assists departments in reaching top standards for safety, quality, and environmental accountability.

This position is vital for protecting guests, staff, contractors, and animals while making sure the park functions in line with legal obligations, international best practices, and internal organizational standards.

On a day-to-day basis, the role includes performing inspections, reviewing incidents and follow-up measures, assessing safety results, monitoring compliance activities, supporting operational units, and ensuring identified risks are managed proactively.

The role also covers emergency readiness programs, evacuation planning, safety drills, food safety supervision, environmental sustainability efforts, contractor safety oversight, quality audits, and continuous improvement activities.

During weekends, holidays, special events, and peak visitor periods, the HSEQ Manager ensures that safety controls remain effective, emergency response teams stay prepared, and operational risks continue to be monitored and managed.

Overall, the position is responsible for fostering and maintaining a culture of safety, quality, environmental responsibility, and operational excellence throughout Bosco Amusement Park & Zoo, supporting the wellbeing of everyone who visits or works at the destination.

The HSEQ Manager is tasked with designing, applying, monitoring, and continually strengthening the organization's Health, Safety, Environment, and Quality Management Systems.

This role also acts as an independent adviser to the General Manager and Executive Committee on issues related to safety, risk, compliance, environmental stewardship, and operational quality.

Key Responsibilities

  • Create and execute the organization's HSEQ strategy together with yearly objectives.
  • Set up HSEQ policies, procedures, and management systems.
  • Encourage a strong culture of safety across the entire organization.
  • Provide senior management with guidance on HSEQ risks and opportunities for improvement.
  • Lead HSEQ committees and safety review sessions.

Health & Safety Management

  • Design and maintain occupational health and safety programs.
  • Carry out risk assessments and hazard identification initiatives.
  • Track workplace safety performance.
  • Examine incidents, accidents, near misses, and other safety-related concerns.
  • Make sure corrective and preventive measures are put in place.

Visitor Safety & Attraction Safety

  • Build visitor safety programs for all attractions and public spaces.
  • Oversee safety compliance in amusement rides, karting operations, sports facilities, lake activities, and entertainment venues.
  • Take part in attraction commissioning, testing, and operational audits.
  • Work with Engineering and Operations to ensure all facilities run safely.

Zoo Safety & Animal Risk Management

  • Support zoo safety protocols and emergency response procedures.
  • Supervise animal containment standards and public safety measures.
  • Contribute to animal emergency planning and incident response.
  • Coordinate with the Zoo Division on safety audits and compliance matters.

Environmental Management

  • Develop initiatives focused on environmental sustainability.
  • Monitor waste management, recycling, and pollution prevention programs.
  • Ensure adherence to environmental regulations.
  • Support programs related to water conservation and energy efficiency.
  • Promote environmental awareness among staff and visitors.

Food Safety & Hygiene

  • Set up food safety programs and standards.
  • Monitor hygiene compliance across all food and beverage outlets.
  • Perform food safety audits and inspections.
  • Ensure compliance with HACCP and food hygiene regulations.
  • Coordinate food safety training initiatives.

Quality Assurance

  • Develop operational quality standards and audit programs.
  • Carry out inspections and quality reviews in all departments.
  • Monitor guest feedback and service quality indicators.
  • Recommend improvements to operating standards and procedures.
  • Support continuous improvement efforts.

Emergency Preparedness & Crisis Management

  • Prepare emergency response plans and procedures.
  • Organize emergency drills and training exercises.
  • Contribute to crisis management planning.
  • Ensure readiness for fire, medical, weather, animal, and security-related emergencies.
  • Coordinate with Security and local emergency services.

Compliance & Auditing

  • Conduct internal audits and inspections.
  • Track compliance with laws, regulations, and company standards.
  • Prepare HSEQ reports and performance dashboards.
  • Maintain documentation and compliance records.
  • Coordinate external inspections and certifications.

Contractor Safety Management

  • Define safety requirements for contractors.
  • Deliver contractor safety inductions.
  • Monitor contractor adherence to HSEQ standards.
  • Participate in project safety reviews and contractor assessments.

Pre-Opening Responsibilities

  • Prepare HSEQ policies and manuals.
  • Conduct pre-opening risk assessments.
  • Participate in operational readiness reviews.
  • Establish emergency response systems.
  • Support recruitment and HSEQ training programs.

Required Qualifications

Mandatory:

  • Bachelor's Degree in Occupational Health & Safety, Environmental Science, Engineering, Risk Management, Quality Management, Public Health, or a related field.

Preferred:

  • Master's Degree in Safety Management, Environmental Management, Risk Management, Business Administration (MBA), or a related discipline.

Professional certifications are highly desirable.

Essential

  • At least 5 years of HSEQ experience.
  • At least 3 years in a management or leadership role.
  • Experience in developing and implementing HSEQ management systems.
  • Experience in carrying out audits, inspections, and risk assessments.
  • Strong knowledge of occupational health and safety requirements.
