Compact Program Summary
The Government of the Republic of Kosovo (GoK) and the Millennium Challenge Corporation (MCC), an agency of the United States government, have entered into a grant agreement intended to speed up the country’s move toward a more sustainable, inclusive, dependable, and affordable energy future. After ratifying the compact, the GoK appointed a new autonomous agency to carry out its rights and responsibilities for supervising, managing, and implementing the Compact Programs. This agency is referred to as MCA-Kosovo.
The Compact will be carried out over a five-year period and is made up of three projects: 1) Energy Storage Project, 2) Just and Equitable Transition Acceleration Project, and 3) American Catalyst Facility for Development Project.
Energy Storage Project Summary
The Energy Storage Project covers the full path from design through construction of two large-scale Battery Energy Storage Systems (BESS), with a combined installed capacity of 170MW and a two-hour duration, or 340 MWh. These systems are intended to strengthen Kosovo’s ability to balance scheduled and actual power and to reduce grid imbalances in a cost-effective way. The project also seeks to support the Energy Storage Corporation of Kosovo (ESCorp) in enabling frequency restoration reserves, Energy Arbitrage, and other possible energy storage services.
By doing so, the project is expected to lower purchases in the imbalances market and contribute to the long-term reliability of Kosovo’s transmission grid.
It also includes support for improving the regulatory framework that governs battery energy storage systems in Kosovo and new generation capacities.
The overall objective of the project is to enhance energy security through: (1) the use of energy storage, (2) the availability of the BESS, and (3) lowering the cost of securing sufficient electricity for Kosovo.
Milenium Challenge Account - Kosovo is seeking a Multi-Functional Energy Storage Activity Manager.
Position Summary
Reporting directly to the BESS Project Director, the Multi-Functional Energy Storage Activity Manager is tasked with ensuring the effective delivery of Energy Storage Project investments related to BESS, specifically the Multi-Functional Energy Storage (MFES) Activity. This includes arbitrage, tertiary reserves, and/or other energy storage activities, fulfillment of conditions precedent, engagement with stakeholders, and related policy and institutional reforms required to make the BESS investment possible.
Duties and Responsibilities
- Lead the design and implementation of the Multi-Functional Energy Storage (MFES) Activity so that work is completed on time and to the required quality.
- Assist the BESS Project Director in administering contracts for the Design and Supervision consultant, works contractors, and other consultants, including reviewing and approving deliverables, overseeing quality, reporting, contract administration, invoicing, and maintaining accurate records for the MFES Activity.
- Build and sustain cooperative relationships with project stakeholders, including arranging meetings.
- Carry out and/or supervise a variety of implementation and support tasks defined in the project plan, ensuring they are delivered on schedule, aligned with broader project goals, and consistent in quality.
- Support the finalization and subsequent monitoring of the Implementing Entity Agreement (IEA) with the Ministry of Economy and the Energy Storage Corporation (ESCorp), including advising the BESS Project Director on monitoring and implementation actions.
- Supervise and implement activities connected to institutional reforms in the energy sector and capacity building for the MFES Activity.
- Report to the BESS Director and help maintain coordination on cross-cutting matters among the Multi-Functional Energy Storage Activity, Frequency Restoration Response Activity, and Energy Policy Support Activity (EPCS).
- Work closely with cross-cutting functional teams such as Social Analysis, Environment and Social Performance, Monitoring & Evaluation, and Economic Analysis, ensuring required information is available and that contractors and stakeholders fulfill commitments arising from MCA-Kosovo’s social, environmental, health, and safety documents.
- Compile project statistics from various sources and verify their accuracy and compliance with established formats to support implementation, monitoring, and analysis.
- Advise the BESS Project Director on implementation-related matters to help maintain continuity in project delivery and compliance with MCA Kosovo and MCC guidelines.
- Regularly review and manage project budgets, procurement activities, contracts, and consultant/contractor invoicing, ensuring consistency with MCA Kosovo and MCC rules and that any issues or discrepancies are addressed and reported.
- Track project timelines and milestones, anticipate delivery-related challenges, and update activity and project work plans and schedules accordingly.
- Take part in evaluation panels when appointed by MCA Kosovo.
- Supervise project documentation and Operations Manuals, making sure they remain up to date and reflect lessons learned in order to improve projects and processes.
- Perform any other duties related to the MFES activity as assigned by the BESS Project Director.
Required Knowledge and Skills
- Bachelor’s degree in electrical engineering, Business Management, Economics, or another related field.
- At least five (5) years of broad professional managerial experience in the energy sector or program management, including oversight of energy sector projects and management of significant resources; this requirement may be reduced to three (3) years for candidates holding a Master’s degree.
- Proven involvement in large-scale energy infrastructure projects.
- Demonstrated experience with policy and institutional reforms in the energy sector, as well as negotiating and collaborating with the Public Sector and other energy sector stakeholders.
- Experience using MS Office and MS Project.
- Fluency in English and in another official language of Kosovo (Albanian or Serbian) is required. For candidates who speak Serbian, proficiency in Albanian is preferred, and the reverse also applies.
Preferred background and work experience
- Master’s degree or another comparable advanced qualification.
- Training or certification in project management or a similar field.
- Experience in BESS projects and/or relevant training or certification.
- Experience in managing FIDIC consulting and works contracts.
- Experience in electricity markets.
- Demonstrated familiarity with the policies and practices of international development organizations, donor organizations, or similar institutions.
