Job Description
This assignment is carried out under the Regional Migration Governance Programme (RMGP) in Kosovo implemented by the International Organization for Migration. The project aims to strengthen safe, orderly, and rights-based migration management in Kosovo and the Western Balkans.
RMGP, supported by The Danmark’s Ministry of Foreign Affairs, seeks to strengthen institutional capacities, improve legal and policy frameworks, and foster effective cooperation among key stakeholders to address migration challenges in line with international standards and best practices. Emphasis is placed on the protection of vulnerable migrants and on measures that facilitate their social and economic inclusion, including access to services, rights awareness, and integration-support mechanisms.
Kosovo hosts a growing number of migrants, including foreign workers, international students, business investors, and accompanying family members. Various ministries, line agencies, and municipalities provide services relevant to these groups, such as residence permits, work authorization, registration, education, health access, social services, and integration support.
However, information on these services remains fragmented, institution-specific, and often difficult to navigate, particularly for newcomers and service providers supporting migrants.
There is a need to compile a single, authoritative, user-oriented reference document that consolidates all services offered by Kosovo institutions to migrants and clearly explains who provides what, under which conditions, and how to access each service.
The purpose of this consultancy is to develop a comprehensive, consolidated reference document that systematically maps all relevant services provided by Kosovo institutions to migrants, including labour migrants and international students. The assignment will involve identifying, reviewing, and consolidating services offered at both central and municipal levels, clarifying institutional responsibilities, eligibility criteria, and application procedures, and presenting clear, step-by-step guidance on how such services can be accessed. The resulting document aims to improve transparency, accessibility, and coordination of services for international migrants, while serving as an authoritative resource for migrants, employers, service providers, and public institutions.
Responsibilities
Organizational Department / Unit to which the Consultant is contributing IOM Mission in Kosovo/ Migration Management and Operations/ Regional Migration Governance Programme (RMGP) in Kosovo.
Category B Consultants: Tangible and measurable outputs of the work assignment
First Deliverable: Inception Report (methodology, work plan, stakeholder mapping):
- Review relevant legislation, policies, and strategic documents related to migration, labour, education, and public services.
- Develop a mapping framework outlining:
- Types of services
- Institutions involved
- Target migrant categories
- Prepare stakeholder engagement and data-collection plan.
Second Deliverable: Institutional Mapping and Data Collection:
- The consultant shall formally and systematically reach out to all relevant institutions
- For each institution, the consultant shall collect:
- List of services available to international migrants
- Legal or policy basis for each service
- Eligibility conditions
- Required documentation
- Application procedures and processing timelines
- Contact points and service delivery locations
- Available languages (if applicable)
Third Deliverable: Classification and Structuring of Services
- The consultant shall structure services into clear, user-oriented categories, such as:
- Entry, residence, and registration
- Employment and labour market access
- Education and recognition of qualifications
- Health services
- Social protection and municipal services
- Taxation, business, and financial services
- Integration and orientation services
- Special attention should be given to:
- Labour migrants
- International students
- Accompanying family members
Fourth Deliverable: Development of the Consolidated Services Document
- The consultant shall draft a comprehensive and practical reference document, including:
- An overview of the institutional landscape
- Clear service descriptions per institution
- Step-by-step instructions for accessing each service
- Flowcharts or process maps (where useful)
- Practical notes on common bottlenecks or coordination needs
- The document should be:
- Clear and accessible to non-technical users
- Suitable for future digitalization or conversion into an online portal
Fifth Deliverable: Validation and Finalization
- Share a draft report with key institutions for validation.
- Incorporate feedback and corrections.
- Submit a final consolidated document ready for publication.

Qualifications
Education, Experience and/or skills required
Education
- Advanced university degree in Public Administration, Law, Human Rights or related field with minimum of 5 years of relevant professional experience.
- Certificates related to specialised trainings; educational programmes related to migration.
Experience
- Proven experience in migration governance, public administration, or institutional mapping.
- Strong understanding of Kosovo’s institutional and legal framework.
- Experience working with government agencies, NGOs, or international organizations.
- Demonstrated experience in stakeholder coordination and consultation.
- Excellent analytical and drafting skills.
- Ability to produce clear, structured, user-oriented documents.
Skills
- Strong analytical and research skills.
- Excellent writing, communication, and presentation abilities in English and Albanian.
- Training and capacity-building experience.
- Proficiency in planning and implementation.
- High level of discretion, integrity, and sensitivity to vulnerable populations.
Language Requirements
- Proficiency in English and Albanian languages, both written and spoken.
- Knowledge of Serbian language will be considered an advantage.
Travel Required
The consultant is expected to travel within Kosovo, for the completion of the consultations with local stakeholders, attending the focus groups and the final debrief with IOM Kosovo.
