
This assignment is caried out under the Regional Migration Governance Programme (RMGP) in Kosovo implemented by the International Organization for Migration. The projects aim is strengthening safe, orderly, and rights‑based migration management in Kosovo and the Western Balkans.
RMGP, supported by The Danmark’s Ministry of Foreign Affairs the seeks to strengthen institutional capacities, improve legal and policy frameworks, and foster effective cooperation among key stakeholders to address migration challenges in line with international standards and best practices. Emphasis is placed on the protection of vulnerable migrants and on measures that facilitate their social and economic inclusion, including access to services, rights awareness, and integration‑support mechanisms.
Kosovo hosts a growing number of migrants, including foreign workers, international students, business investors, and accompanying family members. Various ministries, line agencies, and municipalities provide services relevant to these groups, such as residence permits, work authorization, registration, education, health access, social services, and integration support.
However, information on these services remains fragmented, institution‑specific, and often difficult to navigate, particularly for newcomers and service providers supporting migrants.
There is a need to compile a single, authoritative, user ‑ oriented reference document that consolidates all services offered by Kosovo institutions to migrants and clearly explains who provides what, under which conditions, and how to access each service.
The purpose of this consultancy is to develop a comprehensive, consolidated reference document that systematically maps all relevant services provided by Kosovo institutions to migrants, including labour migrants and international students. The assignment will involve identifying, reviewing, and consolidating services offered at both central and municipal levels, clarifying institutional responsibilities, eligibility criteria, and application procedures, and presenting clear, step‑by‑step guidance on how such services can be accessed. The resulting document aims to improve transparency, accessibility, and coordination of services for international migrants, while serving as an authoritative resource for migrants, employers, service providers, and public institutions.

The consultant is expected to travel within Kosovo, for the completion of the consultations with local stakeholders, attending the focus groups and the final debrief with IOM Kosovo.
