Job Description
Babble is looking for an experienced Agile Delivery Manager to oversee the execution of its Data Strategy, manage the Kosovo-based delivery squad, and work closely with the PMO so the programme is delivered on time, within scope, and in line with the governance standards required in a post-acquisition business undergoing transformation.
This position brings together delivery leadership, people management for engineers and analysts in Kosovo, and strong practical knowledge of modern data delivery approaches. The role is positioned as the operational driver that turns strategic plans into delivered results.
KEY RESPONSIBILITIES
Delivery of the Data Strategy
- Take full responsibility for delivering the Data Strategy roadmap from start to finish, making sure data and analytics initiatives are completed on schedule, within scope, and connected to commercial results.
- Turn the strategy into a structured and actionable plan with defined milestones, dependencies, and checkpoints for value delivery.
- Lead the implementation of data pipelines, ETL/ELT processes, Snowflake-based platforms, analytical models, MDM, and data quality capabilities.
- Help move operations away from Excel-based reporting toward self-service analytics platforms, while promoting automation, scalability, and consistent use of Power BI and contemporary visualisation tools across teams.
- Keep a well-prioritised and refined backlog tied to OKRs and the Data roadmap, ensuring that data architecture, governance, and data quality are built into planning rather than added later.
Line management — Kosovo delivery squad
- Supervise the Kosovo-based data delivery team by setting goals, maintaining timesheets, conducting CAP-Q performance reviews in HiBob, managing team capacity, and strengthening capability.
- Develop a strong and self-managing squad by recruiting, onboarding, coaching, and retaining engineers, analysts, and governance roles, while creating clear career paths aligned with UK-based capability leads.
- Lead the day-to-day team rhythm through standups, planning sessions, retrospectives, 1:1 meetings, and team health activities, while connecting UK and Kosovo working patterns so the squad functions as one team with the UK Data function.
PMO coordination & governance
- Serve as the main delivery link between Data and the PMO, representing Data initiatives accurately in portfolio reporting, RAID logs, and steering forums.
- Apply PMO standards, stage gates, and controls, and provide regular updates on status, risks, and dependencies to support cross-functional sequencing.
- Measure and report on cycle time, flow efficiency, capacity, and value delivery.
Data governance & quality delivery
- Help put the data governance framework into operation by driving squad-level execution of agreed standards for data integrity, security, and accessibility.
- Assist the development of data quality management within Snowflake by working with the Data Governance Team to operationalise agent-driven DQ monitoring, alerting, and remediation workflows in the platform, aligned with Babble's data quality framework and DAMA principles.
- Work alongside FP&A and Analytics to automate financial and operational reporting, including forecasts, budgets, and board reports, and coordinate with departments so data products and information flows remain joined-up and suitable for purpose.
Agile delivery leadership
- Define Agile ways of working across the squad using Scrum, Kanban, or hybrid approaches selected practically according to the nature of the work.
- Strengthen the team’s Agile maturity by evolving it from a basic framework into a dependable delivery methodology and coaching team members in Scrum and Agile fundamentals.
- Shield the team from scope expansion, remove blockers, and create the right environment for engineers and analysts to perform effectively.
- Promote a culture of transparency, continuous improvement, and accountability, tracked through velocity, cycle time, and delivery outcomes.
Stakeholder management
- Present progress, risk, and delivered value in terms that matter to commercial and operational leaders, including bookings impact, GP visibility, and operational efficiency.
Qualifications
SKILLS & EXPERIENCE — ESSENTIAL
- Proven experience working as an Agile Delivery Manager, Delivery Lead, or in a comparable position within data-intensive and systems-heavy environments.
- Demonstrated success in implementing a data strategy and governance framework within an organisation, ideally in a multi-system, post-M&A, or transformation-stage business.
- Direct people-management experience involving engineers, analysts, or delivery teams, including performance management, hiring, and capability development.
- Practical knowledge of modern data architecture, including Snowflake, Informatica (MDM and DQ) or similar ELT toolsets, and BI platforms such as Power BI, Tableau, and Omni.
- Strong understanding of data engineering, data platforms, and analytics delivery lifecycles, including ETL/ELT, data modelling, warehousing, governance, MDM, and data quality.
- Knowledge of data governance, master data management, and data quality frameworks, including DAMA principles.
- Strong understanding of SDLC, integration patterns, and modern application architectures such as APIs, microservices, and event-driven models.
- Solid practical understanding of Agile frameworks including Scrum, Kanban, and SAFe, with a pragmatic rather than dogmatic approach.
- Strong familiarity with Agile delivery tools such as Jira, Azure DevOps, and Monday.
- Experience working with other delivery and project approaches such as waterfall, iterative, and hybrid methods.
- Experience operating in a PMO-governed delivery environment, with confidence in portfolio reporting, RAID, and gated delivery.
- Excellent facilitation, leadership, and conflict-resolution abilities, with the confidence to communicate at executive level.
SKILLS & EXPERIENCE — DESIRABLE
- A background involving hands-on technical data work as a data manager, data engineer, data scientist, or data solution developer.
- Experience delivering through modern cloud data platforms such as Azure, AWS, or GCP data platforms.
- Knowledge of DAMA DMBOK operating principles.
- A record of automating business processes and improving operational efficiency through data and systems delivery.
- Familiarity with DevOps practices, including CI/CD, automated testing, pipelines, and observability.
- Background in regulated environments or in organisations with complex data governance requirements.
- Agile certifications such as CSM, PSM I/II, SAFe, AgilePM, and/or project management certification such as PRINCE2 or PMP.
- Experience managing distributed or near-shore delivery teams, with working knowledge of cross-border employment and engagement models.

WORKING CONTEXT
The team
- The role reports to the SVP of Data & Technology in the UK, with a dotted-line relationship to the Head of PMO.
- It works closely with UK-based capability leads who define the technical direction for data and technology within their domains.
- It has line-management responsibility for the Kosovo-based delivery squad, which includes capabilities across data engineering, data quality, governance, and systems development.
