The Payroll, Compensation & Benefits Specialist plays a critical role in ensuring the financial accuracy, legal compliance, and competitive positioning of the company’s total rewards strategy. Operating within a fast-paced telecommunications environment — characterized by high headcount volume, complex commission structures, multi-shift operations, and rapid workforce changes — this role is responsible for end-to-end payroll processing, compensation design, and benefits administration.
The ideal candidate understands the unique dynamics of the telecom sector: variable pay tied to sales KPIs, large call center and field operations teams, frequent hiring cycles, and the need for speed and precision in a high-stakes payroll environment.
Detyrat
Payroll Administration
- Process monthly payroll for all employee categories — call center agents, field technicians, telesales, back office, and corporate staff — ensuring accuracy of gross-to-net calculations, deductions, and statutory contributions
- Manage complex variable pay components: sales commissions, KPI-based bonuses, shift premiums, night allowances, and overtime for field and operations teams
- Handle mid-cycle payroll changes including new hires, terminations, role changes, and salary adjustments with high frequency due to typical telecom workforce turnover
- Perform payroll reconciliation, variance analysis, and pre-payment controls before each payroll cycle closes
- Ensure accurate integration between CRM/sales systems and payroll for commission calculations; escalate data discrepancies immediately
- Coordinate with Finance for payroll funding, cost center allocation, and journal entries
- Manage all statutory obligations: income tax declarations, social and health insurance contributions, and timely submissions to relevant authorities
Compensation
- Design and maintain a transparent salary grading and banding structure aligned with telecom market benchmarks and internal equity principles
- Conduct regular external benchmarking using market salary surveys specific to the telecommunications sector; provide data-driven recommendations to management
- Lead the annual salary review cycle: budget modeling, merit matrix design, calibration support, and final implementation in the payroll system
- Advise HR Business Partners and hiring managers on competitive and equitable offer packages for all levels — from entry-level agents to senior management
- Design and administer short-term incentive programs: quarterly and annual performance bonuses, sales commissions, retention bonuses, and referral schemes
- Ensure pay equity across roles, departments, and tenure; proactively identify and address internal compression issues
- Prepare compensation analytics and dashboards for HR leadership and the executive team
Benefits Administration
- Administer all employee benefit programs: health insurance, supplemental pension, mobile/SIM allowances, transportation, meal vouchers, and any other scheme in place
- Handle enrollment, amendments, and terminations for all benefit schemes in a timely manner — particularly during high-volume hiring or restructuring periods
- Ensure correct tax treatment of benefits in kind in line with applicable tax legislation; maintain full documentation for audit purposes
- Evaluate benefit providers periodically; lead RFP/tender processes and negotiate terms to optimize cost and quality
- Analyze employee satisfaction with the benefits package through surveys and feedback; propose enhancements aligned with the employer branding strategy
- Coordinate directly with external providers for billing, claims, and issue resolution
Compliance & Reporting
- Ensure full compliance with the Labor Code, Income Tax Law, and Social & Health Insurance regulations — including any telecom-specific collective agreements
- Prepare and submit all statutory payroll declarations and contribution reports within legal deadlines
- Support internal HR audits and external regulatory inspections by providing complete, accurate payroll and compensation documentation
- Maintain confidential employee records in line with data protection obligations; control access to sensitive compensation data
- Track legislative updates and proactively advise management on their impact to payroll costs, benefit taxation, or compensation obligations
HR Systems & Process Improvement
- Identify and lead process automation or efficiency improvements in payroll workflows — reducing manual effort and error ris
- Develop and maintain standard operating procedures (SOPs) for all payroll, compensation, and benefits processe
- Train HR team members and line managers on compensation policies, payroll timelines, and benefits administration procedures
Kualifikimet
- Bachelor’s degree in Finance, Economics
- Minimum 3–5 years of experience in payroll and/or compensation & benefits, preferably in telecommunications, retail, or a high-volume workforce environment
- Strong working knowledge of Albanian labor law, income tax, and social/health insurance legislation
- Hands-on experience with payroll software (SAP, Oracle HCM, Workday, or similar) and advanced Excel skills
- Experience with commission calculation and integration of CRM/sales data into payroll is a strong advantage
- Familiarity with salary benchmarking methodologies and job evaluation frameworks (Hay, Mercer, or similar)
- High attention to detail, analytical mindset, and ability to manage multiple priorities under tight deadlines
- Discretion, integrity, and professionalism in handling sensitive compensation data
- Good command of English — written and spoken (required for reporting and vendor communication)
